R1 should be HSRP active — Fix the preempt

R1 and R2 share a LAN with virtual gateway 10.0.0.1. R1 was configured with priority 110 — higher than R2 (100) — so R1 should be the active gateway. But R2 booted first and took the role, and R1 doesn't have preempt. HSRP doesn't fail back by default. Add preempt on R1 so it reclaims Active.
