OSPF neighbor never comes up

R1 and R2 share the 10.0.0.0/30 link. R1 is known-good and advertising the link in area 0. On R2, show ip ospf neighbor is empty and the LANs behind them can't reach each other. Investigate R2 — there's more than one valid fix.
