Force SW1 to be the STP root

SW1 and SW2 both default to STP priority 32768. Lowest MAC wins the tie, which in production is unpredictable. Configure SW1 so it wins the root bridge election for VLAN 1 deterministically.

Either spanning-tree vlan 1 priority 4096 (explicit) or spanning-tree vlan 1 root primary (macro, sets 24576). Priorities MUST be multiples of 4096.
